Effective electronic communications regulation is more than ever a race in which keeping up with the pace of technological innovation and network roll-out is critical. This is particularly the case for Next Generation Access (NGA) networks, which are moreover characterised by a high degree of EU-level directions aiming to guide Member States. The difficult task for national regulators is to optimally make use of the opportunity given by these directions, thereby translating them towards local circumstances.
